Institutional Relations & Territorial Development Manager
Context
MentivisOS structures the full operational cycle of training organisations, schools and universities within a single integrated environment. Territorial authorities, and regional councils in particular, are central actors in the French professional training ecosystem. They fund, shape, contract and transform. They are also complex decision-makers, operating within their own political logics, administrative processes and institutional timelines.
Mentivis is recruiting the person capable of building a lasting and credible presence for MentivisOS within these institutions, developing trusted relationships with elected officials and senior administrators, and translating those relationships into concrete partnerships.
Your responsibilities
Institutional development
You map priority territorial authorities: regional councils, departmental councils, metropolitan authorities and intermunicipal groupings, identifying key contacts at the level of elected officials, political advisors and senior civil servants. You build a regular and legitimate presence with these actors beyond the sole moments of tender response. You position MentivisOS as a natural partner on issues of training, skills transformation and territorial economic development.
Public affairs and institutional intelligence
You monitor legislative, regulatory and political developments that shape the competencies of territorial authorities in education and training. You anticipate calls for projects, regional plans, strategic frameworks and public consultations likely to create opportunities for MentivisOS. You feed internal teams with a precise reading of the institutional calendar and local political dynamics.
Negotiation and contracting
You lead public procurement processes and direct award procedures. You understand the specific contracting mechanisms of public actors and know how to adapt commercial positioning to the requirements of public purchasing. You coordinate internal teams to produce strong, differentiated and compliant submission files.
Strategic partnerships and ecosystem
You identify and develop alliances with actors gravitating around territorial authorities: economic development agencies, territorial engineering structures, elected officials networks, professional associations and specialised think tanks. You represent Mentivis at relevant forums, conferences and institutional events.
Profile
Education. Master's degree or equivalent from a leading institution: Sciences Po, IEP, top business school, or equivalent. A background in public law, public administration or territorial policy is a significant asset.
Institutional experience. You have worked in close contact with territorial authorities: ministerial or local government cabinet, local authority directorate, public agency, elected officials association, or in a public affairs function on the private side. You understand how these institutions actually work, their political constraints and their decision-making cycles.
Network. You hold an active personal network among territorial decision-makers. This network is not a contact list. It is a relational asset that you maintain and deploy with judgement.
Ability to navigate institutional complexity. You know how to distinguish the political level from the administrative level, adapt your approach to each, and move a file forward in an environment where decisions are collective, timelines are long and interests are multiple.
Rigour and autonomy. You produce analyses, positioning notes and submission files to a high standard. You manage your subjects independently and report with precision.
Bonus skills
Deep knowledge of French professional training funding mechanisms, experience in complex public procurement responses, practice of regulatory and institutional monitoring tools, professional French.
Location
The role is remote-first with regular travel across France. You work within a fast-growing environment at the intersection of AI, education and public training policy.
